"The delay may be thought of as a fast counter that increases by one approximately 60 times per second. The exact time on your DS at the moment you press A to 'continue'. It gets generated every time you start up and load your game. This is a hexadecimal number, and it determines every 'random' action in the game. This number is created by a combination of the target time and delay."

"The initial seed is the number which is fed to the random number generator when the game starts. Calling Irwin/Elm will advance the RNG by 1. I personally don't have access to PokéRus, so I use Irwin, he doesn't require anything. But Elm only works if you've a) visited Kanto, b) shown a Pokemon with the rare PokéRus to nurse Joy, and c) shown him a Togepi that has hatched on that game. You can advance the RNG, and verify if you've hit the right Seed, by calling Elm or Juggler Irwin. This means it's logical that you can only hit odd frames for the IRNG.
